ARM: dts: msm: Modify L3 and S2 regulator voltages to support msm8226-v2

Update the maximum voltage constraints for PM8226 LDO 3 and
SMPS 2 in order to support the higher voltages needed when
SMPS 2 is running in MV voltage range.  Also update the CPR
regulator data to match MSM8226 V2 PVS voltage mapping and
10 mV step size.
