msm: acpuclock-8974: Poll HFPLL lock status instead of delaying

msm8974 has a PLL lock detection status bit in the PLL's status
register. Set the 'has_lock_detect' flag in the hfpll_data struct
so that this bit is polled (instead of delaying 60us for the lock).
