defconfig : Add SECOMP_FILTER support for msm8916

CTS SEECOMP test case fails if the kernel is not
enabled with SECOMP_FILTER.Add support for
8916 32bit defconfigs.

This change is particular to 32 Bit ARM only
64 Bit ARM does not support the SECCOMP Feature.
