ARM: dts: msm: Add HW monitor based CPUBW scaling support for 8084

This device provides the hardware details needed by the cpubw_hwmon
devfreq governor to measure the DDR usage from the Krait CPU subsystem and
the IRQ that's needed to react quickly to usage changes. Also put the
corresponding IRQ in the bypass list to prevent blocking of XO shutdown.
