ARM: dts: msm: Introduce static limiting for CPU on 8994

Introduce static bandwidth limiting for CPU. This will mitigate latency
issues in concurrency usecases. Throttle CPU bus bandwidth to 600 MBytes/s
if CPU IB is less than 250 Mhz and to 900 MBytes/s if CPU IB is less than
307 Mhz.
