msm: mdss: ensure proper initialization for dsi cmd mode

Currently DSI tear on command is not sent when continuous
splash is on, which is causing tearing effect on some dsi
command mode panels. This code change fixes the issue by
properly sending dsi events if continuous splash is enabled.
