defconfig: msm8994: enable SCHED_HMP, SCHED_FREQ_INPUT

The msm8994 target has a heterogeneous CPU topology. Support that
topology in the scheduler with SCHED_HMP. SCHED_FREQ_INPUT offers
support for scheduler-guided frequency selection.
