ARM: dts: msm: Enable dynamic Qos for sdhc1 & sdhc2 



Enable dynamic Qos by adding a table of 3 Qos values.
This values are based on cpu latency for different
cpu states(WFI, SPC, L2-GDHS) for the current platform.
