scsi: ufs-msm: enable broken power mode change quirk

UFS devices on msm ufs v1.1 controller fail to change power mode
during initialization. Enable the UFSHCD_QUIRK_BROKEN_PWR_MODE_CHANGE
quirk to make sure the power mode is not switched.
