usb: phy-msm: Enable HS PHY linestate interrupt

Newer core versions use a single interrupt enable/status bit
for notifying line state changes to the controller when the
PHY is in low power mode. This is used instead of the 6 bits
that represent individual D+/D- level/transition changes on
older versions.
