ARM: dts: msm: disable active LDO usecases

Switching to LDO causes a switch to low perf mux to clock the core. This
mux currently is not configured by clock driver.

Disable switching to LDO until the clock driver is ready to use the low
perf mux. Note that it is still okay to switch to LDO during retention
as retention gates the clock source to the core before engaging LDO.
