ARM: dt: msm: Turn off eMMC LDO17 during sleep for 8610

eMMC VCC power can be turned off during sleep, turn off LDO17 instead of
setting it in low power mode.

This reverts commit 9ba1ec4a821f31687fadea8a00aa383c0297f805.
Bring back commit 81fd27930 as it turned out that permanent damage
of eMMC is not because of LDO17 turn off.
