Revert "msm: mdss: Do not stop histogram from control off in mdp3"

This reverts commit 44997dae.

Reverting this commit temporarily as this is surfacing an issue
related to clock enablement. There is no error when clock enable
fails hence histogram register access is proceeding and causing
SNOC errors. The clock enablement issue needs to be debugged
further and this commit has to be re-reverted.
