thermal: qpnp-adc-tm: Fix QFPROM issue with ADC_TM on poweroff



Add support to disable ADC_TM peripheral during POFF
sequence to avoid QFPROM issue.

Enable FAST_AVG_EN and limit the FAST_AVG_SAMPLES to
4 for PM8916.
