msm: klm: Add KLM Driver

The KLM driver is a thin driver which is responsible for votings
to specific resources which are required for KLM operation and are
shared with other components on HLOS, such as TSPP2.

The KLM driver communicates with userspace via a DEV interface.
Userspace can open/close the KLM device, and to resume/suspend its
operation as a result.

The KLM driver also exposes a debugfs interface.
