arm/dt: msm8226: Update SPM configuration

SPM can only check if apps pll is locked. If apps run
on global pll, SPM sequence gets stuck at this check. Bypass
the check for pll lock. Also remove SPM sequence for L2 GDHS
as hardware does not support it yet. While at it, remove
additional delay from secondary cores for WFI and update
pmic data values which are sent to the regulator.
