ARM: dts: msm: Enable QPNP RTC writes for LW targets

LW targets do not have modems and therefore conflicting RTC time writes is
not a possibility. Allowing writes from the apps processor will allow
kernel and userspace code to make direct use of the RTC, thereby
eliminating the need for other mechanisms for persisting time across
reboots.
