lazyplug: hardcode changes for Exynos 5433/7410

cac stands for cpu_all_ctrl

 - Turn off A57 on lazymode enter
 - Mess around with A53 only on lazymode
 - Hardcode for the AP to be recognized as quadcore
 - Disable WQ_UNBOUND for making it stick with A53
 - Avoid schedule_work for binding it with A53
