[CPUFREQ] interactive: Save some juice when screen is off

This commit will increase timer_rate value to reduce power consumption and put frequency to 1000MHz max when screen is off
Note: this is experimental and untested, i was obligated to adapt some code for cafactive (for interactive at base)
