hal: Featureize APE/VORBIS/WMA offload support 

 * MSM8996 SoC supports APE/VORBIS/WMA offload, but currently framework
   can't pass them to the hardware codec.
 * Disable offloading to fall back to software codec.
 * TODO: Add additional offload format support to QC AV extensions.
