Audio: voice concurrency support for 8916 

- All VoIP, compress, deep buffer, record usecases
  need to close before voice call activation on 8916

- All incoming VoIP, compress, deep buffer, record usecases
  need to block during voice call on 8916

- Close all opened sessions & block incoming usecases
  using phonestate
