GS290: Rename libwifi-hal to libwifi-hal-mtk to avoid conflict with AOSP

- Import modified Wifi service from AOSP in order to support libwifi-hal-mtk
- Add sepolicy required for modified wifi service
- Drop BUILD_BROKEN_DUP_RULES as it is no longer required with this change.

Also Fixes:
build/make/core/Makefile:49: error: overriding commands for target `out/target/product/GS290/vendor/lib64/libwifi-hal.so', previously defined at build/make/core/base_rules.mk:513
