drm/msm/sde: Enable PA vlut via LUT dma

PA(picture adjustment) vlut feature was not added to the list of
supported features via LUT dma path, currently programming will
fall-back to AHB path. Change updates the feature list and fixes size of
payload for PA vlut feature.
