clk: qcom: Update freq plan and FMAX corners for few GCC clocks

The frequency plan for few GCC clocks are required to be updated
as per new release plan. So update the GCC clock driver.
As per the pmic configuration, S3(MX) regulator is the parent
of S1(CX) and voltage vote requested on the CX rail would propagate
to MX rail also so add TURBO_L1 level for vdd_mx for TURBO_L1 level
voting on CX rail.
