ARM: dts: msm: Add dummy clocks and GDSC support for SDMMAGPIE

Add dummy clock device nodes for all clock controllers present
on SDMMAGPIE. Also add the required GDSCs present on SDMMAGPIE
and enable them for the clients to be able to request for
the phandle.
