ARM: dts: msm: enable CDSP thermal zone mitigation for ATOLL

Enable cooling device and thermal zone for mitigating CDSP and
monitoring its temperature for ATOLL.

Add a config to monitor the CDSP temperature and mitigate it
when the temperature thresholds are reached.
