Revert "ANDROID: sched: Fix share_cap_level detect"

This reverts commit e1f5ad72.

This is a preparation change for merging android-4.14 commit
a895cea2 into msm-4.14 branch.

msm-4.14 change [1] addresses the same problem in the correct way.

The reverted change wont be able to correctly set shared capacity
flags if cpu0 happens to be the only cpu in the cluster, hence
revert this change while msm-4.14 continues to use a proper fix.
