clk: qcom: gpucc-sdm855: Add GPU clock driver support for SDMSHRIKE

There are a few changes in the frequency plan for Graphics between
SDM855 and SDMSHRIKE. Pull those change into the graphics clock
driver and enable support for SDMSHRIKE.
