scsi: ufs: enable VCCQ rail for UFS3.0 devices

UFS devices compliant to UFS 3.0 device specification needs
VCCQ (1.2v) rail to be operational. This change makes sure
that we don't disable the VCCQ rail if device is compliant to
UFS 3.0 device specification.
