power: qpnp-fg-gen4: Configure Rslow coefficients based on temperature

Based on the Rslow coefficients specified under the battery
profile, add support to configure it in GEN4 FG driver. When
the battery temperature goes below 0 C, apply the coefficients
for low temperature. Else, apply the normal coefficients.
