drivers: thermal: qmi-sensor: Add driver to interface with QMI sensor

Add a new driver to interface the temperature sensors in the other
remote subsystems. These sensors are registered with thermal framework
to be monitored. This driver can send thresholds and can handle
threshold notification handling from remote subsystem.
