msm_11ad: fix rmmod and insmod flows

At the end of the probe flow PCIE is in suspend state.
When msm_11ad is removed and probed again, PCIe bus remains in
suspended state, resume it part of probe flow.

Platform data of bus_scale does not need to be released as it
cause double free during rmmod.
