power: reset: Fix compilation error when CONFIG_QCOM_DLOAD_MODE=n

Move definitions out of ifdef for CONFIG_QCOM_DLOAD_MODE to allow
compilation when only CONFIG_POWER_RESET_QCOM is set. Also remove
flush_cache_all as it has been removed upstream.
