power_supply: Add enums for POWER_SUPPLY_PROP_PD_ACTIVE

Add enum definitions to use with POWER_SUPPLY_PROP_PD_ACTIVE
to distinguish between whether a charger supports PD or not,
and if PD, whether it also supports PPS.
