ARM: dts: msm: Enable clk monitor in ICNSS

There's a change in sdxprairie-v2 device that WLAN FW clock resource will use
RFCLK3 on Timex. In order to make sure clock is up before accessing WLAN hardware,
ICNSS platform driver will need to monitor the clock status by registering to
clock notification. Hence enable clock monitor in ICNSS for sdxprairie-v2 device.
