ARM: dts: msm: Add USB SS_PHY_IRQ PDC interrupt with sdxprairie

Add 198 as USB SS_PHY_IRQ PDC interrupt with USB device. This is
needed to resume from bus suspend when USB is operating into super
speed/super speed plus mode.
