defconfig: msm: Enable the GPU clock driver for SDMSHRIKE

The clock frequency plan for GPU CC hasn't changed much between
SDM855 and SDMSHRIKE. Enable the gpucc-sdm855 driver on this
platform so that consumers of these clocks can utilize them.
