power: smb5: Add extcon capability to report orientation and speed

Currently, charger driver sets the CC orientation and USB speed property,
but does not expose the capability to set these properties, which renders
the former useless. Fix this by adding the capability to report CC
orientation and USB speed while registering extcon.
