msm-geni-serial: Do not touch RX configuration in earlyconsole

Remove the uart rx related configuration in early console
as early console doesn't have RX use case. In addition it
relies on previous configuration already present. This will
fix the issue where RX stale interrupt is not getting generated
when a single character is entered, but watermark interrupt
works fine.
