defconfig: arm64: Enable UFSHCD_CMD_LOGGING flag

Enabling SCSI_UFSHCD_CMD_LOGGING flag in defconfig
and perf defconfig file. With this feature eanbled,
ufs commands send through ufshcd shall be logged.
