soc: qcom: Remove WQ_MEM_RECLAIM from rmnet_ps_wq

Previously wq was designated as WQ_MEM_RECLAIM.
Remove this as it is unnessesary and will result in all
notifier work to also be designated as WQ_MEM_RECLAIM.
