soc: qcom: sysmon-qmi: Reduce send timeout for SSCTL notifs

Reduce the socket send timeout value for SSCTL notifications
to reduce the amount of time for which an SSR could stall
due to SSCTL notifications not being able to be sent to
a target subsystem.
