ARM: dts: msm: fix minimum and maximum voltage votes for MX

Fix minimum and maximum voltage votes for MX to power phy for TRINKET.
When display is active then vote for NOM with Min_uV and Max_uV as 256
and 416 respectively. When display is off or in smart panel scenario
then vote for RETENTION with Min_uV and Max_uV as 16 and 416 respectively.
