clk: qcom: sdm429w: Update the gcc/debugcc for sdm429w

Update the bi_tcxo_ao name, remove hw_ctrl and CLK_SET_
RATE_PARENT flag for camss_gp clocks, use enable_regs
for votable branch clocks and update debugcc blsp2_uart2
clk offset for sdm429w.
