defconfig: arm64: Enable QUPv3 GENI SE driver for SDM855



QUPv3 GENI serial engine driver is used by all serial bus drivers
in QUPv3 to vote for resources, and to manage DMA, IOMMU, SMMU related
functionality. This commit enables the driver for SDM855.
