clk: qcom: gcc: Update PLL type for gpll and flags for rcg2 clk

Add PLL type for gpll0, gpll4, and gpll5 clk.
Remove CLK_SET_RATE_PARENT flag for rcg2 clk and add
CLK_IS_CRITICAL flag for gcc_ahb_pcie_link_clk and
gcc_xo_pcie_link_clk.
