drivers: edac: Add GIC RAM error reporting driver

GIC RAM(ECC) error reporting driver receives error and fatal
interrupts for correctable and uncorrectable errors respectively.
GIC EDAC drivers checks corresponding syndrome registers of each
error record and takes appopriate action based on configuration options.
GICT(GIC Trace and Debug) register map describes error records
information and support for GICT is available from GIC-600 onwards.
