drivers: thermal: Add support for CX IPeak LM cooling device

Add support for CX peak current throttling cooling device to thermal
framework. It can vote to CXIP LM hardware when predefined devicetree
trip is violated. When all pre-defined clients on CX railway including
thermal client set their vote, CXIP LM hardware throttles the clients
on the CX railway.
