sched: remove duplicate initialization

Upmerge commit 'b2c84630("Merge android-4.14-p.61 (b7e55e84) into
msm-4.14")' introduced the commit '2cc3df5e("ANDROID: sched: Update
max cpu capacity in case of max frequency constraints")' again, which
added duplicate call of init_max_cpu_capacity().

Remove the repeated initialization.
