clk: qcom: camcc-sdm855: Miscellaneous changes to the camera plan

There have been some updates to the frequency plan with respect
to the PLL frequency configurations for camera. Pull these into
code. In addition, modify certain flags to accommodate the
core_ahb clock being always ON, as long as the MMCX rail is
enabled, that is.
